Texas Home Living Program (TxHmL)

 

Texas Home Living Program is a waiver program designed to serve individuals with intellectual and developmental disabilities who do not require out-of-home residential services. These services are only offered in the Beaumont area.

 

Who is eligible?

 

The program will serve adults and children with intellectual and developmental disabilities living in their own home or family homes. Eligible participants must be Medicaid recipients. TxHmL slots are filled by the Community Mental Retardation Authority (MRA).

 

Support Services Options

 

TxHmL Program Services are divided into two service categories, the Community Living Service Category and the Technical and Professional Supports Service Category. Each category has an annual cost limit referred to as the service category limit. The combined cost of the two service categories must not exceed $10,000 per individual per IPC year.

 

(1) The service category limit for the Community Living Service Category is $8,000 per IPC Year.

 

          This service category includes the following service components:

                    (A) Community Support

                    (B) Day Habilitation

                    (C) Employment Assistance

                    (D) Supported Employment

                    (E) Respite

 

(2) The service category limit for the Professional and Technical Supports Service Category is $2000 per IPC year.

 

          This service category includes the following service components:

                    (A) Nursing

                    (B) Behavioral Support

                    (C) Adaptive Aids

                    (D) Minor Home Modifications

                    (E) Specialized Therapies

                    (F) Dental Treatment

 

Community Support: Services provided to the individual's home and other community locations that include assisting them in developing competencies to maintain their home life.

 

Day Habilitation: Day activities designed to assist individuals in acquiring, maintaining and improving self-help, socialization, and adaptive skills necessary to reside successfully in the community.

 

Supported Employment: Services provided in an integrated setting to include ongoing support, supervision, and training needed to sustain paid work for the individual.

 

Respite Services: Respite includes room and board and may not exceed 30 days per year per individual served. This service may include temporary and/or/emergency residential services.

 

Nursing Services: Nursing Services are provided to ensure the general health and well being of the individual.

 

Psychology Services: Services are designed to develop, modify or improve the cognitive, social and affective skills of the individual through the use of behavior intervention and learning theories.

 

Adaptive Aids: Adaptive devices, controls or appliances, which enable persons to maitain or increase their abilities to perform activities of daily living or control the environment in which they live.

 

Minor Home Modifications: This component includes assessing the need, arranging for and providing modifications and/or improvements to an individual's home to allow for community living while ensuring safety, security, and accessibility.

 

Therapy Services: Audiology services, Speech/Language Pathology services, Occupational Therapy services, Physical Therapy services, and Dietary services to support the needs of the individual.

 

Dental Treatment: Services are determined by individual needs including emergency, preventive, therapeutic, and orthodontic treatment.
